Wrong Actuator

I bought an adjustable HKS, after i had paid and everything i then realised i forgot to ask if it was the 'hole type' for the GT or, Cir-clip for my ep91.. When it arrived it was for the ct9a, Is it OK to connect the actuator arm to the wastegate using a nut and bolt, does there have to be free movenent or can i do them up tight? Im not sure whether it rotates on the pin and c-clip part(standard actuator)?

Is this actually OK to do this?
