If you have an aftermarket ecu like an Emanage then you can use stock fpr.

If you are using an fcd without management then yes you will need an fpr

Always a good thing to have is a fpr, regardless what management your running. It gives more scope in terms of fuel flow, plus it helps atomise the fuel better.
