VIN number

does anybody have any way of finding out a cars vin number ?

to cut a story short I want a reg off of a car, the old owner scrapped the shell but took the vin plate off and didn't register the car as scrapped.

but now he cant find the vin plate, hes got the new keeper supplement but that's it ?

Does it not be stamped on the firewall in engine bay and in behind the windscreen if ya look at the bottom of screen ?
