do you need the arches undersealed?

Im trying to tidy up my car and make it look as clean as possible so i want to remove all the underseal from my wheel arches and respray them fresh white again but do i need the arches undersealed or is it okay to just paint them?

Probably best to take the old underseal of, paint then re-seal with clear ?

and also whats the best way to remove underseal, wire brush on a drill? or heat gun and scrap it?
