Its not needed really, the lower nipple *haha nipple* just helps realse the valve earlier by inflating the lower half of the diaphragm. This will stop surge as its realising the excess pressure off throttle before it can reverse direction back towards the turbo compressor wheel (flutter). You wont be running enough boost or building enough pressure to warrant it really but it wouldn't harm connecting it up to another vac source (would need to be a separate vac source to the top nipple)
