Speedo converter, help please

right guys i have a GT engine and gearbox on my car, i have standard 1.3 NA clocks .

it has a speedo converter on it , the speed reads in KM in the inside ring

but the mileage that comes out reads rubbish, to work it out i have to times it by like 1.57

if i took the converter off, would it read on the mph ring on the speedo and the mileage would be correct?
