handbrake cable seems too long help???

I recently bought new handbrake cables for my starlet, but now they're fitted its almost as if they are not there, the handbrake itself has no restriction in it what so ever, its almost as if the cables are too long? The back drum brakes are in perfect working order so you can see why I'm so confused, any ideas people?
