need some help

this is hard to explain but i thought my turbo was blown/broken but i check the shaft and it fine no play no breaks. But when im driving it doesnt sound right my dump valve doesnt blow off as loud but when i sit still it sound fine. i tired recording a quick drive but what im hearing isit been pick up on the camera. Also this morning the car would not start took me a half hour before it did. When it finally started it was acting weird wouldnt respond to me reving it. when i drove it it would chug but then was fine.

Sorry if this makes no sense im finding it hard to explain the problem im having
