Fan will kick in, but happens most when I turn car off and turn the keys over it will be on for about three minutes, if I get new half rad would a new thermostat be wise aswell?

I have a gt with a stock rad, can see it's pretty corroded and can hear what sounds like a suction noise when running and temp starts to overheat when in slow traffic, would this be down to the old rad??

The lights on either side of my dashboard have gone out, the ones over the fuel gauge and temp gauge, have had a look at fuses? Any solutions please?
