hks electronic valve controller info needed

have one of these in my glanza but doesnt seem to do anything ?

it has 2 pipes goin to the turbo .1 on turbo and one on actuator

it was in the car when i got it .not sure if its plumed in right theres a small hks electronic box near the headlgihts and 3 pipes coming out of it were should these go ?

but my turbo is creep boosting like fuk cause id say theres some serious cracks in the wastegate

The solenoid is the box by the headlight....

boost creep is your wastegate too small and will need porting man! could also be the boost controler if its not set up right, look trew instructions to see if its set up properly
