it was brought to my attention that my car was surging off throttle (chatter from bov) so did some reading on some forums which say's it's bad and shortens the life of the turbo cause the bov isn't getting rid of the pressure efficiently, when others are saying it is harmless.

It's called compression surge and in the long run can cause problems for some, the excess air in the system travels back out the turbo causing the (chatter) turbo to stall witch is bad! What bov are you running?

It's compressor stall not surge. Surge is completely different. It's the noise of the air rushin back through the comp side. The turbo is not in surge.
