EP82 1993 head problem

Hi all I've got a EP82 1993 starlet gt turbo and the head gasket went two days after purchase, they have skimmed the head now the block has a notch missing between cylinder 3 and 4?? And they need to skim the block can the block be skimmed is it alloy or steel

block is cast and can be skimmed bud

It will alter comp ratio yes

Thicker head gasket will have to be on the cards
