Timing problem

Doing the timing for the first time on a 1E engine.

Have the camshaft gear set spot on with "1E" mark at 12 o'clock. I spin crank to get it to TDC and am coming against a valve.

Should I set crank at TDC first then spin cam to timing mark?

take the belt back of then set the bottom end timing when you hit a valve move the cam a bit to set the timing simple job
