Would all depend on what duration and lift the new cams had compared to the old ones. Dont think there's such a thing as a general machining process. Head would need shimmed as well.

My brother was saying something about you get the bottom of the lobes machined or something so the cams sit a bit lower so that when it comes round it opens them up wider or something along those lines, anyone heard of this?

Yeah its almost like that. The actual camshaft is in a fixed position but they machine a bit off the bottom and then shim it up effectively giving you more lift. Not sure what gains you would see from this on a 4efe. Someone else may know more
