How do I bypass boost restriction?

I've had a search on here but it doesn't come up? Saw one picture but it was dark so I couldn't tell what had changed? Can someone explain how I bypass the boost restriction please?

fit a vac line from turbo niple to top actuator feed and vent bottom 1 to air

So if it's still restricted like in this pic the blue vac lines make them like the first picture above easy as that
