Exactly as Bourkey said. If they want to claim, they needed to notify you months ago. This is the shit thing about car accidents, if you damage council property you have to pay for it.

As above, you arent old enough to cover it with comp insurance. Although your insurers might let you insure it as a 2nd car. You really need to call them up and ask them.
