Definitley sounds like a Shell bearing has gone Maybe able to get away with just replacing the shell bearings as long as you dont keep using the car and damaging it further!!

1bar = 14.7ish psi so it would be hitting fuel cut as fuel cut is aaround 12-13 psi I believe? HKS or ToyTuning actuator would reduce the creep a bit, but the cold weather doesnt help as the intake temperature is lower!!
