Is the paint on the lip itself ok? How easy would it be to split from the bumper?

I've had a look and the flaking paint is actually on the lip, not on the bumper.

I think it's bonded on so may be difficult to split.

I literally just split mine today just depends whats sealed it mines came off no hassle just some sticky thin rubber holding mine
