Crank Pulley Powering Alternator

ok this is a confusing one, but really need help,

the inner pulley on the crankshaft(i.e, the one the alternator belt too) was wobbling liek fuck the other day and hitting my block and making a horrible noise.

now the outer pulley (i.e the one the power steerin pump goes too) wasnt moving at all, so the theres no concern to a loose bolt holding the pulleys on.

when the engine is revved the pulley balances out and stops hitting the block but wen revs drop again it unbalances and wobbles and hits the block and makes nasty noises.

yesterday i loosened off the alternator and retightened the alternator and belt and it seems to have stopped but i am still a little concerned as to why it was doing this.

has anyone got any ideas whats goin on?
