Dry kerb weight vs wet

Just trying to work out the weight of my ep70, the vin plate is printed

1 - 650kg

2 - 750kg

What the hell does this mean and why does it state two weights for the car, could someone clear this up? At first i thought it meant dry weight vs wet weight but even with adding

1. Battery

2. Full tank of fuel

3. Oil in engine

4. Coolant

5. Misc fluids

surely this wouldnt take the weight up by 100kg?

Can someone explain why its got two weights stamped?

could it be any of this?

Gross Vehicle Weight (Indicates maximum legal laden mass, in territories where this is required)

Gross Train Mass (Indicates the maximum combined mass of vehicle and trailer or caravan)

Permitted Front Axle Loading

Permitted Rear Axle Loading
