Help varis Carbon bonnet

I bought this bonnet and it's very dull I want to restore it as much as I can without a buffer just by hand

What products should I use

And can somebody tell me if it's the wet or dry version Carbon

Looks like it needs lacquering if you want a gloss finish.

Think you can lacquer clear coat over it would look so much better

Even a decent 105 grit on an orbital would probably bring it up a good bit
