Yeah, it used to lift about 10 notches, give or take a few, now it only lifts at most 5. still doesnt grip though

Ever since i got my starlet its had a problem with rear brakes, they haven't been able to get a grip on the drum. Last weekend i changed the shoes for new ones and tightened the whole setup. still to no avail, i can apply the handbrake, put it in first and pull away quite easily, and the wheels turn. the handbrake is also unable to lock (or even slow) the wheels when the car is in motion. does anyone have ANY useful advice on this problem, if further information is needed just ask.
