As said not a major problem you can get a pair of decent pliers on there or weld a nut to it and undo it (I had to do that to my turbo hotside pipe before!!) If you got loads of bolts lying about you could try fitting one of them other than getting a new stud from Toyota

It will be close to 100 (at least in the 90s) @ 5k rpm but at 3k rpm, 118db???? No fucking chance Cant you go somewhere and get it tested yourself, if its under 118db I would fight it
