Do these light up with a bulb in the centre or just the outside ring?

Looks like a halo ring or is that it's just very reflective?

In the options catalogs toyota picture it (cartoon image) as just the outside ring being lit up too..

They light up with a bulb in the centre, the rings are just reflective for the looks I suppose.

What do you mean with other parts? The rubbers for the bumper are long gone, but many materials can be used to fabricate them these days.
