I had this problem mate actuator needs shortening as it's set up too long and the only thing I could think of was the wastegate is not shut properly therefore boost came in 4-5k revs so actuator needs setting up properly mate hope this makes sense

it can't be adjusted mate it's a standard one

Ok when I took mine to be dyno mate he adjusted the actuator on mine and put a split t-piece in the vacuum pipe thingy from the actuator to the turbo so the third bit on the t-piece is just a breather bit I take it
