he basically means its got to completethe circut to make it stay on when you take the key out if you imagine h'brake power signal going this way -> ____/ ___ turbo timer the broken section of the line is the hand brake wire /\ if the circuit is broken as shown then the timer wont stay on because it doesnt get a signal from the grey wire, therfor it just goes off but if it gets a signal it stays on and should work (sorry for the improv pic)
