put the camera on a tripod, and set it up so the apature is about f.22, this will not let much light into the lens, so the camera will slower the shutter speed (a couple of seconds or so), with the slower shutter speed anything that moves in the set period of time will be caputered and will have the blurred effect. I did mine as night aswell, and used a digital slr so you can adust all the settings. Hope this helps!
