From the pic you only have one filament holder in the bottom, so you need to get a double filament holder and splice into the red wire to get it to become a brake light too

ok, is there just a single filament holder in the top or a double filament holder? (double filament holder has 3 wires going to it, single has 2) double holder looks like this

So the bottoms are sidelights and fog lights, and the top sidelight and brake light? The bottom won't light up anyway when breaking, or do you want to make it so it does?
