I had this issue and it was down to the actuator it was sticking make sure the arm etc move freely on it mate as that was the cause of mine

I'm sure the scooby type ra has that kind of system as standard and u can have it one pre-set where it will fire a most of water in under boost or u had the option to just use a switch and use it when u wanted

Sounds like it might be hunting if the revs are going up and down constantly check all your pipes mate m vac line first to see if any are loose or leaking air
