    I would of explained to him politely that he was doing half the speed limit so u safely over took him then ask him if he thought it was safe to tale u like that with a toe hook sticking out the car and the fact that if he hit u it would of been his fault in the eyes of the law then explained to him not so nicely to get back in his fuxking fairy car and fuxk off home

    I've always been told its 3 and they impound ya car and it works on the driver not the car the reason I say that is cuz I've had to n don't car the car taken away but then again they give em out round here like smarties
