Have you tried pulling it and pushing it? As sometimes they'll be vacuum actuators and sometimes they'll be pressure, best way of testing the actuator/wastegate would be to whip the vac pipe off the actuator and get a mitivac to pressure the actuator if it doesn't move there's your problem. Are you sure it's a hks though and not a standard actuator as standard ones are prone to weak diaphrams.

Cracked wastegate wouldn't cause that much boost creep. It'll more than likely be the decat and no real management. Is it still internally gated? standard actuator?

I had a similar problem recently mine turned out to be the ignition coil, I replaced both ignition coil and king lead and now it's perfect. Prices are fairly cheap through Idworkz too.
