Welding all the way round is fine, mines done like that and ive ran it for a year and a half now. Its only good to tac it if you are thinking of unwelding it. It should be fine mate, aslong as its holding the penny shut. Just make sure the welds are all done properly and theres no chance of them coming loose and going through the turbo.
