1.5k is not that bad. Most starlets have odd idles. Idle will be higher normally in the cold weather.

They probably havent. Try getting a goos set of vice grips on the nut and give it a quick jab to release it. I dont think Irwin sockets go as big as 24mm, plus theres not much to grab on those plugs.

How rounded are they? A good single hex 24mm socket should still do it. Use a bar or a long ratchet.

Best bet is a single hex socket and a 3/8" bar if you can get in. You can also get sockets which bite into nuts and bolts even when theyre a bit rounded. And Irwin sockets for totally rounded nuts and bolts.

If you are gonna forge it then it doesnt really make a difference tbh. GTs have thicker rods standard but that means fuck all they still blow up just as easy.
